What the group is
It started in 2019 with a rented truck and one fiber pulling machine. What grew out of it is a group of companies covering telecom, underground utilities, asset rental, equipment service, compliance and training.
Each company keeps its own crews, its own market and its own client relationships. What they share is the layer the group owns: one safety program, one compliance function, one training academy, and one management system across every crew in the field.
For a prime contractor, that is the difference between qualifying three small subcontractors separately and qualifying one counterpart with the capacity of all of them — with certified payroll, daily reporting and production tracking that come out of the same system every time.

Alex Mastandrea
Chief Executive Officer
Born in 1972 in São Paulo, Brazil, and graduated in marketing from Universidade Paulista.
I have been working since I was 14 years old, and in that time I have managed marketing and commercial teams at large companies — Nestlé, 3M and Cirúrgica Mafra, the largest distributor of health products in Brazil.
In 2009 I started my own import and distribution company, which I sold in 2014, when I decided to move to the United States with my family.
In 2019 I had my first contact with fiber optics and decided I would invest and work in this industry. I rented a truck and a fiber pulling machine — and that was when the first AMT Business team started.
Harley Barboza Tavares
Chief Financial Officer
Born in Vitória, Espírito Santo, in 1979. Civil Engineer, Bachelor of Business Administration, and MBA in Project Management.
My story in construction started at 13, in my family’s company — that is where I got a taste for engineering. I worked as an engineer on public and private projects and became a director of one of the largest construction companies in Espírito Santo, building mid- and high-end condominiums.
I discovered the drilling market in January 2020 and started operating after investing in my first machine. After a few years of growth I merged the operation, and today I am CFO of Magellan Group.
Certification
Magellan Utilities Construction holds MBE certification, listed with the National Minority Business Council under underground construction.
For utilities, telecoms and public agencies working to a diversity-spend target, that participation is contractible — and it comes attached to crews that are already qualified to do the work.
